#### 1. Added 歲前十二星 to `annual_stars`

12 stars representing the annual cycle timing:

## Technical Notes

### Design Decisions

1. **Nested Structure for Annual Stars**
   - Reason: Annual stars are conceptually different from permanent palace stars
   - Benefit: Clear distinction, easier to manage/update
   - Trade-off: Slight complexity in lookup logic

2. **JSON Cache Pattern**
   - Pattern: Load once, cache in memory
   - Reason: Star meanings are static, read-heavy workload
   - Benefit: Fast subsequent queries
   - Memory impact: ~200KB per cache

3. **Separate Palace-Meanings File**
   - Reason: Allows independent updates as research progresses
   - Benefit: Modular structure, easier to track changes
   - Trade-off: Multiple files to load

### Error Handling
- API endpoints return 404 with helpful messages when data unavailable
- Graceful degradation if palace-meanings file doesn't exist
- Warning logs for missing files (development visibility)
